Aboard the QE2 at Port Rashid
The Queen Elizabeth 2 — historic Cunard ocean liner — has been moored at Port Rashid since 2008 and was converted into a heritage hotel and the DUQE free zone. Address parity none of your competitors can claim.
Set up in DUQE — the world's only free zone aboard a historic ocean liner. Located on the Queen Elizabeth II at Mina Rashid, under the Ports, Customs and Free Zone Corporation.
DUQE Free Zone is set aboard the Queen Elizabeth II, the historic Cunard ocean liner permanently docked at Mina Rashid since 2008, and operates under the Ports, Customs and Free Zone Corporation (PCFC). Opened in 2022, it is the world's only free zone aboard a working ship, 18 minutes from Dubai International Airport.
DUQE Free Zone is set aboard the Queen Elizabeth II — the historic Cunard ocean liner permanently docked at Mina Rashid since 2008 — and operates under the Ports, Customs and Free Zone Corporation (PCFC). Opened in 2022, DUQE is the world's only free zone located aboard a working ship and combines the heritage of the QE2 with a modern business centre, co-working spaces and event venues across the vessel's decks.
DUQE's commercial positioning is unapologetically founder-first. The zone tags itself as the home of "the Game Changers, the Innovators, the Disruptors and the Hustlers" and is built around fast onboarding, lifestyle-led offices and a community of entrepreneurs. The QE2's location at Mina Rashid puts members 18 minutes from Dubai International Airport and 15 minutes from Burj Khalifa — central enough for client meetings, distinctive enough to be a brand asset in its own right.

DUQE is the only free zone in the world located aboard a ship. Operating from the historic Queen Elizabeth 2 — permanently moored at Port Rashid, Dubai's heritage waterfront — DUQE combines a genuinely unique branding asset with niche regulatory frameworks for hospitality, tech, education, and creative ventures. Not for everyone, but for the right business profile, nothing else looks like it.

DUQE's licence categories include specific hospitality activities — F&B operations, event hosting, hospitality consulting — that benefit from the QE2's existing infrastructure and bookable event spaces.
Among DUQE's distinguishing licence offerings are education and edutech activities, supported by the heritage-vessel branding and Port Rashid's emerging arts-and-education district positioning.
DUQE has positioned itself as an innovation-friendly free zone for tech founders, with licence categories spanning SaaS, AI services, and digital-platform businesses. Smaller community size means more direct engagement with the DUQE Authority.
Port Rashid is being redeveloped as Dubai's heritage waterfront — anchored by the Mina Rashid marina and the QE2, with the future Dubai Maritime City extension nearby. The location backs up the branding.
DUQE has materially fewer tenants than DMCC or IFZA — which translates into faster turnaround on licence amendments, direct engagement with the registrar, and more flexibility on novel activity requests.
DUQE issues licences across three categories. The zone's setup is built for solo founders, lean teams and lifestyle-led businesses.
For trading, retail, import-export and e-commerce businesses operating out of DUQE's QE2 base.
For consultancy, advisory, coaching and creative services. Suits independent practitioners and small advisory teams.
For light production and manufacturing activities. Used when a founder's operations include value-added production alongside trading or services.
DUQE recognises three structures — covering solo founders, multi-shareholder partnerships and branches of existing companies.
Multi-shareholder limited-liability vehicle. Standard DUQE structure for partnerships and growth-stage teams with limited liability exposure to capital.
Single-owner vehicle for solo founders. Combines full control with limited-liability protection — the most common structure for independent practitioners.
Branch of a UAE or overseas parent. Used by established firms extending into the DUQE ecosystem under the parent's name and balance sheet.
DUQE runs a fast, founder-friendly onboarding process. Standard setups complete in five to ten working days.
Pick a unique trade name aligned with UAE naming rules. The name is reserved through DUQE's onboarding flow.
Memorandum of Association, shareholder agreements and KYC documents are drafted to DUQE's current template and signed by all shareholders.
DUQE reviews the application and issues initial approval covering activity, structure and shareholder profile.
Once initial approval clears, DUQE issues the trade licence and corporate documents. Standard timelines run five to ten working days.
Open a corporate bank account using the issued documents. Investor and employee visas are processed alongside Emirates ID and medicals.
Standard document set covers individual shareholders. Corporate shareholders need additional KYC documents on the parent entity.
DUQE pairs an iconic Dubai location with a fast, founder-friendly setup process — built for entrepreneurs who want a distinctive brand asset alongside a UAE entity.
DUQE entities follow the standard UAE Free Zone Corporate Tax regime. DUQE is not a Designated Zone for VAT purposes — its tenant profile is service-led rather than physical-goods movement, so this is rarely a commercial issue.
Corporate Tax at 9% above AED 375,000. DUQE entities can elect QFZP for 0% on Qualifying Income. Service businesses to non-UAE clients, and certain headquarters / qualifying services activities, are on the Qualifying Activities list under Ministerial Decision 265/2023.
DUQE entities follow standard UAE VAT — 5% on taxable supplies, AED 375,000 mandatory registration threshold (AED 187,500 voluntary). Hospitality / F&B activities specifically have VAT due on most supplies; certain education activities may qualify for exemption or zero-rating.

Three things that come up in every DUQE engagement.

Live engagements with DUQE founders across consultancy, creative, e-commerce and lifestyle businesses means we know what the zone and PCFC actually require.
Application, MoA, office, bank, visa and tax — handled by one team on one engagement letter.
Recommendations shaped by how solo founders and lean teams actually operate — not enterprise templates dressed up for an SME.
