UAE E-Invoicing: Key Requirements at a Glance

E-invoicing involves issuing and exchanging invoices as structured electronic data and reporting the required information to the Federal Tax Authority (FTA). A PDF invoice sent by email does not meet the e-invoicing definition. Businesses covered by the system should work through the Accredited Service Provider and follow the implementation timeline applicable to their category.

  • Large businesses: Must have annual revenue of AED 50 million or more.
  • Smaller businesses: Must have annual revenue below AED 50 million.
  • Government entities: Must follow a separate implementation deadline.
  • Technical standard: UAE electronic invoice specifications based on PINT AE.
  • Service provider: An ASP accredited by the Ministry of Finance.

  • B2B, B2G, G2B and G2GYes, where applicable

Which Transactions Are Excluded?

  • B2C, C2B, C2G, G2C and C2CGenerally excluded
  • Few transaction exclusions include sovereign government activities, qualifying airline services, specified international air cargo services and certain VAT-exempt or qualifying exported financial services. Eligibility may vary based on the applicable conditions.

Choosing a provider

What to Ask an Accredited Service Provider Before Signing

Choosing an Accredited Service Provider (ASP) involves more than comparing prices. Your provider must work with your existing accounting systems, support the invoice format and explain how errors and issues will be handled. Here is what you can ask the ASP before signing:

  1. Is your accreditation confirmed by the Ministry of Finance?

Only the Ministry's published list confirms status. Check it on the day you sign.

  2. Can your solution integrate with our accounting software?

A custom build takes longer and costs more than a tested connector.

  3. What fees will we pay?

Pricing models change the cost sharply as invoice volume grows.

  4. How will our invoice records be stored and accessed?

You must be able to retrieve every invoice and hand it to the FTA on request, wherever the servers are.

  5. How are rejected invoices handled?

You need clear error messages and a fast way to correct and resend within 14 days.

  6. What support is included during implementation?

The first weeks produce the most questions from your finance team.

  7. What happens if the system becomes unavailable?

You must notify the Federal Tax Authority within 2 business days of a system failure.

Avyanco helps you compare the different provider proposals and assess the suitability for the accounting and compliance requirements.

Requirements checklist

Will Your Invoice Data Meet E-Invoicing Requirements?

Before e-invoicing UAE implementation, you should review the information your business uses to create invoices. Incorrect tax details or incomplete records can cause validation issues and hectic work for your finance team. To meet the invoicing requirements, your invoice data should be issued in a structured and machine-readable XML format rather than a PDF, Word document, scanned image or email attachment. Here are the key criteria for compliance:

  • Structured format: Invoices should comply with the PINT AE (Peppol International Invoice Standard for the UAE) format.
  • Accredited Service Provider (ASP): You should connect through an ASP authorised by the UAE Ministry of Finance to send and receive invoice data.
  • Peppol 5-Corner Model: Your data must move from Supplier (1) → Supplier ASP (2) → Receiver ASP (3) → Buyer (4), with tax data reported to the Federal Tax Authority (FTA).
  • Mandatory Data Fields: Your accounting or ERP system must capture and map specific details such as the unique invoice number and issue date, invoice type and currency codes, full buyer and supplier details, transaction type, itemized descriptions, taxable amounts, and tax categories.

Avoid these

Five E-Invoicing Implementation Issues to Address Early

Avyanco helps your businesses review these areas and prepare the accounting processes for a smoother transition to e-invoicing in UAE.

  1. Treating implementation as an IT task alone without getting support from Finance and tax teams
  2. Overlooking incoming invoices
  3. Missing relevant legal entities
  4. Leaving credit notes out of testing
  5. Delaying provider selection

FAQ

FAQs

Short answers, drawn from the Ministry of Finance's Electronic Invoicing Guidelines (V1.1) and the ministerial decisions.

Ask your own question
When will e-invoicing start in the UAE?

UAE e-invoicing will start on 1 January 2027 for businesses with annual revenues of AED 50 million or more, followed by further phases for government entities and smaller businesses.

Are B2C transactions covered by e-invoicing?

No. Transactions where the buyer is a natural person not acting in business are outside the UAE e-invoicing scope, for now. The framework covers B2B, B2G, G2B and G2G transactions, and B2C, C2B, C2G, G2C and C2C transactions are outside its scope.

Who needs to comply with e-invoicing UAE?

Persons conducting business transactions in the UAE are within scope regardless of VAT registration status, unless a specific exclusion applies. B2B, B2G, G2B and G2G transactions are covered, but transactions involving natural persons outside their business capacity are not covered.

What is an Accredited Service Provider in e-invoicing in UAE?

ASP is a service provider accredited by the Ministry of Finance to offer electronic invoicing services under the UAE framework. Businesses within scope should work with an ASP to exchange and report the electronic invoices through the approved ecosystem.

Is a PDF invoice considered an e-invoice in the UAE?

No, PDF invoices, Word documents, scanned copies, or images are not considered e-invoices in the UAE. Structured electronic invoice data is only considered an e-invoice under the UAE framework.

How can businesses prepare for UAE e-invoicing?

Businesses should prepare for e-invoicing in the UAE by determining whether they are in scope and identifying the mandatory implementation date. They must review invoice types, clean customer and supplier master data, assess accounting or ERP readiness, and choose the ASP.

What if I miss the deadline?

You may experience the risk of non-compliance penalties, rejected invoices and system disruptions if you miss the e-invoicing implementation deadline.

Are there penalties for non-compliance with e-invoicing rules?

Yes. Not implementing the system or not appointing an ASP on time costs AED 5,000 for each month of delay. Each invoice or credit note not issued in time costs AED 100, up to AED 5,000 a month. Failing to report a system failure, or to tell your ASP about changes to your registered data, costs AED 1,000 a day.

Can a business continue using its existing accounting software?

Yes, the business can continue using the existing accounting software if it supports the required data exchange directly or through a compatible integration. Compatibility must be confirmed with the selected ASP and software vendor.

Can Avyanco provide the e-invoicing advisory service?

Yes, we provide you with tax and accounting advisory support for e-invoicing preparation. The invoice exchange and reporting itself is done by your Accredited Service Provider; we prepare your data and processes and coordinate with the provider.
