Bahrain is one of the most open and cost-efficient places to incorporate in the GCC. The common vehicle is a WLL — a “With Limited Liability” company — and registration runs through the Ministry of Industry & Commerce (MOIC) via the Sijilat online portal, which has streamlined approvals considerably. Bahrain permits 100% foreign ownership across the great majority of business activities, without a local partner, and only a limited set of restricted sectors require Bahraini participation.
Its tax position is a major draw. Bahrain levies no general corporate income tax and no personal income tax on typical companies and individuals; a 15% Domestic Minimum Top-up Tax (DMTT) introduced from 1 January 2025 applies only to large multinational groups with consolidated revenue above €750 million, so it is irrelevant to the ordinary foreign investor. VAT applies at 10%. Combined with lower operating costs than some neighbours and a causeway link to Saudi Arabia's Eastern Province, Bahrain is widely used as a base to access the Saudi and GCC markets.
