NOC Letter in the UAE: Meaning, Format & Sample

An NOC (No Objection Certificate) is a formal UAE letter, on official letterhead, in which an employer, sponsor or authority states it has no objection to a specific action — a visa, driving licence, loan or second job. Here is what an NOC means, its common uses, what it must include, and a copyable sample format you can adapt.

An NOC (No Objection Certificate) is a short formal letter, issued on official letterhead, in which one party states that it has no objection to a specific action by another party. In the UAE it is one of the most frequently requested letters in day-to-day business and personal life — asked for by employers, sponsors, banks, government departments, embassies and universities.

An NOC is normally issued by your employer or sponsor (and, for company matters, by a partner, landlord or free-zone authority). This guide explains what an NOC is, its most common uses in the UAE, exactly what it should contain, and gives you a ready-to-use sample format you can adapt.

What is an NOC used for in the UAE?

The same one-page letter serves many situations. Common UAE uses include:

  • Visa & immigration — an employer's or sponsor's no-objection to a visa, a dependant's visa, or travel;
  • Driving licence — some applicants are asked for an employer NOC to open a licence file;
  • Banking & finance — for a loan, credit card or account, confirming employment and no objection;
  • Employment — no-objection to a second job, a role change, or joining another company;
  • Business & property — a partner's, landlord's or free-zone authority's no-objection to a licence change, activity, sub-lease or transfer;
  • Education & travel — for study, a scholarship, or a visa application to another country.

Always ask the requesting party whether they need the NOC addressed to them specifically and whether particular wording is required — many authorities have expectations about the exact phrasing.

What a UAE NOC letter should include

A clear, accepted NOC generally contains:

  • The letterhead of the issuing company or entity, with contact details and (for companies) trade-licence details;
  • The date of issue;
  • The addressee — "To Whom It May Concern" or the specific authority/bank/embassy;
  • The full name of the person concerned, as per passport, with passport and/or Emirates ID number;
  • Relevant details — designation, date of joining, visa/sponsorship details where applicable;
  • A clear statement of no objection to the specific action (name the action precisely);
  • A note that the letter is issued on request and, where relevant, that it carries no financial or legal liability on the issuer;
  • The name, designation and signature of an authorised signatory, plus the company stamp.

Subject: No Objection Certificate

This is to certify that Mr./Ms. [Full Name as per passport], holder of passport number [Passport No.] and Emirates ID [784-XXXX-XXXXXXX-X], is employed with [Company Name] as [Designation] since [Date of Joining], under our sponsorship.

We have no objection to [state the specific action clearly — e.g. the above employee applying for a UAE driving licence / applying for a personal visit visa to (country) / obtaining a residence visa for their dependant].

This certificate has been issued at the request of the employee for the above-stated purpose and does not carry any financial or legal liability on the part of the company.

Keep the wording factual and name the action precisely — a vague NOC ("no objection to anything") is often rejected, while a specific one ("no objection to applying for a UAE driving licence") is accepted.

How to get an NOC in the UAE

  1. Confirm who must issue it — usually your employer or sponsor; for property or licence matters it may be a landlord, partner or the free-zone authority.
  2. Ask the requesting party for the exact addressee and any required wording.
  3. Request it from HR or the issuer, stating the purpose. Most employers issue it within a few working days; larger companies may have a self-service HR portal.
  4. Check every detail — name spelling against the passport, Emirates ID number, designation, and that the no-objection statement names the exact action.
  5. Confirm attestation — an NOC used inside the UAE is usually accepted as issued; one used abroad may need attestation. Check with the receiving authority.

For UAE companies, NOCs are part of routine employee and government administration. Our PRO & government services team prepares employer letters and handles the related government paperwork, and our visa & immigration specialists manage the visa and sponsorship steps an NOC often supports. Employment rules for private-sector staff are set by MOHRE — confirm current requirements at u.ae or with the receiving authority.

Frequently Asked Questions

01What is an NOC letter in the UAE?
An NOC (No Objection Certificate) is a formal letter on official letterhead in which an employer, sponsor, landlord, partner or authority states it has no objection to a specific action by another party — such as applying for a visa, a driving licence, a loan or a second job. It is one of the most commonly requested letters in the UAE.
02Who issues an NOC in the UAE?
Usually your employer or sponsor issues it, signed by an authorised signatory and stamped with the company seal. For property or company matters it may instead be issued by a landlord, a business partner, or the relevant free-zone authority.
03What should an NOC letter contain?
Company letterhead, the date, the addressee, the person's full name as per passport with passport/Emirates ID number, relevant details (designation, joining date, sponsorship), a clear statement of no objection to the specific action, and the signature of an authorised signatory with the company stamp.
04Is there a standard NOC format?
There is no single official template, but a standard structure is widely accepted — letterhead, "To Whom It May Concern" (or a named addressee), a subject line, the person's details, the specific no-objection statement, and an authorised signature and stamp. Use the sample above and adapt the action to your purpose.
05Does an NOC need to be attested in the UAE?
For use inside the UAE it is generally accepted as issued, on letterhead with a stamp. If it will be used by an authority abroad, it may need attestation (for example by MOFAIC) and, depending on the country, embassy legalisation. Confirm the requirement with the receiving authority first.
06Can I get an NOC for a driving licence in the UAE?
Yes — some driving-licence applicants are asked for an employer NOC to open their file. The letter should state the employee's details and that the company has no objection to them applying for a UAE driving licence. Requirements vary by emirate, so check with the relevant traffic authority.
