RAK — Manufacturing, Materials and Mountain Tourism

Ras Al Khaimah is the UAE's northernmost emirate and home to one of the Gulf's most established industrial bases, including RAK Ceramics. A mainland company here is licensed by the RAK Department of Economic Development, with competitive setup costs, full federal trading access and 100% foreign ownership. The economy spans manufacturing, materials and mountain tourism around Jebel Jais.

Ras Al Khaimah is the UAE's northernmost emirate and home to one of the most established industrial bases in the Gulf, including RAK Ceramics — a global leader in tile and sanitary-ware manufacturing. A mainland company here is licensed by the RAK Department of Economic Development and benefits from competitive setup costs and direct access to the country's industrial estate network.

RAK's economy has diversified beyond industry into mountain tourism around Jebel Jais — the UAE's highest peak — and a growing services sector. The mainland route is well suited to founders building manufacturing, materials, hospitality and supply-chain businesses that need a UAE presence with full federal trading access.

Why RAK Mainland

Ras Al Khaimah (RAK) is the UAE's industrial-base emirate — home to RAK Ceramics (one of the world's largest ceramic-tile manufacturers), RAK pharma cluster, and Saqr Port (one of the UAE's busiest bulk-cargo ports by tonnage). RAK mainland is the default jurisdiction for industrial-scale businesses that need physical land, lower operating costs than Dubai, and direct port access for bulk commodities. The DED RAK framework is settled and industrial-friendly.

UAE's Industrial-Base Emirate

RAK Ceramics — one of the world's largest ceramic-tile manufacturers, headquartered in RAK and listed on ADX. RAK pharma cluster includes Julphar (largest UAE pharmaceutical manufacturer). Strong sector ecosystem for industrial-scale ventures.

Saqr Port — Bulk-Cargo Specialist

Saqr Port handles one of the largest bulk-cargo volumes in the UAE — limestone, aggregates, cement clinker. Direct rail and road access. For aggregates, cement, mining-equipment and industrial-bulk businesses, Saqr Port adjacency is a meaningful operational advantage.

Lower Cost Base vs Dubai/Abu Dhabi

RAK mainland operating costs — land, labour, utilities — sit materially below Dubai and Abu Dhabi equivalents. Power tariffs particularly favourable for energy-intensive industries. Cost differential compounds across multi-year industrial operations.

100% Foreign Ownership (Most Activities)

Federal Decree-Law 26/2020 applies — 100% foreign ownership for most commercial and industrial activities since 1 June 2021. RAK DED has its own activity list mapped to the federal framework.

Strategic Northern Position — Oman & Iran Corridors

RAK borders Oman and sits close to Iran across the Strait of Hormuz. For businesses serving Oman markets or running bonded-warehouse logistics across the Strait, RAK's location matters.

Stable Ruler's Office Engagement

Same Ruler since 2010 (HH Sheikh Saud bin Saqr Al Qasimi). The Ruler's Court actively engages with major industrial investors — direct senior-level support for industrial-scale projects is a recognised feature of RAK as an investment destination.

Ideal for
  • Heavy industrial & manufacturing operations
  • Ceramics, cement, aggregates & building materials
  • Pharmaceutical manufacturing & contract manufacturing
  • Bulk-cargo logistics & port-adjacent operations
  • Oman-market distribution operations

How a RAK Mainland Company Is Formed

RAK DED runs the licensing process through its electronic services and physical service centres.

  1. 01

    Confirm the Business Activity

Select the activity from RAK DED's official list. Industrial activities may need additional clearance from the Ministry of Industry and Advanced Technology.

  2. 02

    Pick the Legal Structure

LLC, Sole Establishment, Civil Company, Branch or Private Joint Stock — matched to shareholder model.

  3. 03

    Reserve the Trade Name

Submit the proposed name through RAK DED. UAE naming rules apply.

RAK DED issues a no-objection on activity and ownership before formal incorporation.

  6. 06

Tax & Compliance Position — RAK Mainland

RAK mainland entities follow the standard UAE Corporate Tax and VAT regimes — no QFZP option (RAKEZ and RAK Maritime City are the Free Zone alternatives).

UAE Corporate Tax

9% Headline Above AED 375,000 · 0% Below

Corporate Tax at 9% above AED 375,000; 0% on the first AED 375,000. Small Business Relief available below AED 3M turnover (FYs ending on or before 31 Dec 2026 unless extended). No QFZP — mainland is not a Free Zone.

QFZP eligibilityQFZP is a Free Zone–only regime. RAKEZ is the alternative for industrial businesses wanting QFZP eligibility — and several RAKEZ industrial business parks are also Designated Zones for VAT efficiency. Avyanco compares mainland vs RAKEZ for each industrial use case.
UAE VAT

5% Standard Rate · Standard VAT Regime

Standard UAE VAT — 5% on taxable supplies, AED 375,000 mandatory registration threshold. Exports outside the GCC implementing states are zero-rated. Industrial businesses moving bulk goods via Saqr Port should structure carefully — Designated Zone treatment available only if the goods originate from / move to RAKEZ Designated Zone areas, not from mainland.

Not a Designated ZoneRAK mainland is not a Designated Zone — that concept applies only to Free Zones. RAKEZ industrial business parks (specific ones) are Designated Zones, providing the goods-movement VAT efficiency.

Ongoing Compliance Obligations

  • Annual Corporate Tax return (9 months from FY-end)
  • VAT returns per FTA assignment
  • Annual trade-licence renewal with RAK DED
  • Industrial permits, port permits, environmental compliance
  • ESR notification + report (where in scope)
  • Audited financial statements (revenue thresholds + industrial-permit requirements)
  • UBO register maintenance

RAK Mainland — Frequently Asked Questions

Common questions about RAK mainland setup.

Is a RAK mainland licence valid across the UAE?
Yes. A RAK DED mainland licence allows the company to trade and contract across all seven UAE emirates.
Why RAK for manufacturing?
Ras Al Khaimah has an established industrial-estate network, strong materials supply chain (including the RAK Ceramics ecosystem) and competitive cost base. For manufacturers building or scaling, RAK often makes more sense than Dubai mainland.
Can a foreigner own 100% of a RAK mainland company?
For most commercial and professional activities, yes. Strategic-impact activities still require an Emirati partner. We confirm the rule for each activity at the planning stage.
Does the licence cover Jebel Jais tourism activities?
Tourism and hospitality activities are available under the commercial or professional category, subject to clearance from the relevant tourism authority for regulated operations.
How long does RAK mainland formation take?
Most setups complete in five to ten working days once documents are ready. Industrial activities with MoIAT clearance can take longer.
Can I bank a RAK mainland company easily?
Yes — UAE banks active in the northern emirates onboard RAK mainland entities. Avyanco prepares the compliance file the bank's onboarding requires.
